Position SummaryThe Contracts Manager II is responsible for "cradle to grave" administrative of Federal contracts, including identification and resolution of complex procurement and contract issues.

Primary Responsibilities:

Contracts Management 50%

  • Be a subject matter expert in U.S. Government, commercial, and international contracts
  • Provide cradle-to-grave contract administration support for various CP, FFP, T&M Government contracts including coordination of appropriate internal reviews, contract negotiation, and contract/task order administration and execution, preferably in Aerospace.
  • Provide senior contract leadership to integrated program teams and to Contracts/Procurement Department.
  • Administer complex contract and subcontract activities primarily for U.S. Government customers (predominantly DOD).
  • Identify and resolve contract issues, risk areas, and implications of emerging performance and contractual issues.
  • Prepare and/or review contracts, subcontracts, modifications, bids, and invoices for content and accuracy.

Proposal Development 45%

  • Lead the review and analysis of complex proposal activities for U.S. Government (predominantly DOD) contracts. Leads negotiation activities.
  • Identify and resolve proposal issues, bid strategy, risk areas, and implications of emerging contractual issues.
  • Draft and negotiate teaming agreements, consulting agreements, non-disclosure agreements, proposals, purchase orders, contracts and subcontracts.
  • Examine detailed subcontractor proposals and helps determine if proposed costs are fair and reasonable.

Qualified Experience / Skills / Training:

Education:

  • Bachelor's degree in related discipline required. Advanced degree preferred.

Experience:

  • 8 years of hands-on experience with US Government and international contract negotiation and administration, preferably in private industry.
  • 8 years of direct acquisition experience with an emphasis in contract negotiation, pricing, placement and management.

Knowledge, Skills, Demonstrated Capabilities:

  • Must have comprehensive knowledge of FAR/DFARS regulations.
  • Must have experience working proposals for U.S. Government requirements, preferably in aerospace, and have hands on experience with both cost and fixed price type contracts.
  • Experience with subcontracts negotiation and administration.
  • Knowledgeable of the principles of subcontract management.
  • Must have familiarity with the U.S. Government proposal review processes, cost allowability and auditing procedures.
  • Must be a team player willing to ensure projects are completed accurately and in a timely manner.
  • Must have a high degree of integrity, work well with others, and protect the company's interests while assuring customer satisfaction.
  • Must maintain orderly files and documentation.
  • Working knowledge of U.S. export regulations (ITAR/EAR) is a plus
  • Solid understanding of DOD and civilian agencies contracting methods, familiarity with the U.S. Government proposal review processes, cost allowability and auditing procedures.
  • CFCM or CPCM certification desired.

Communication Skills (Spoken, Written, Influencing, Proficiency in Other Languages):

  • Excellent verbal and written communication skills.
  • Must be able to organize, forecast, establish, implement, and execute goals.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Technical Systems Proficiency:

  • Current knowledge and experience in Microsoft Office as an intermediate user.
  • Experience with CostPoint

Travel Required:

  • 10-20% Domestic and International

Eligibility:

  • US citizenship is required

Clearance:

  • Must possess or be eligible to obtain a US security clearance

Decision Making, Complexity:

  • Makes recommendations regarding contract type, provisions and risks to corporate leadership.
  • Analyzes contract provisions to determine which need to be flowed down to non-U.S. affiliates.
  • Makes recommendations concerning proposal development, strategy and responses.
  • Provide subject matter expertise to the organization on procurement strategies and tactics.
